Ex-minister Justin Madders becomes co-chair of APPG. Full list below:

Justin Madders MP, a former employment minister, has become the new co-chair of the APPG on leasehold and commonhold reform – a role he had with Sir Peter Bottomley in the last Parliament.

Mr Madders, the MP for Ellesmere Port and Bromborough, replaces Joseph Powell, who has a government role, and Amanda Hack, who has stood down.

The other MP co-chairs are Neil O’Brien (Conservative, Harborough, Oadby and Wigston) and Joshua Reynolds (LibDem, Maidenhead). Mr O’Brien has indicated that he will stand down at the next APPG meeting.

    This concerns me greatly. So the APPG has gained 2 new members since May last year ! Have there been any meetings since then ? You will find below my comments from last years article on the APPG, comments which with additional details I also emailed direct to LKP (I did not receive a reply). I consider those comments to still be valid.

    Further to this note non-parliamentarians can be included as external members of the APPG ie prominent public figures, celebrities, industrialists, business figures etc. could all join (if accepted) and add weight and gain attention to the dire problems of leasehold.

    I am not sure if Government Ministers can still be friends, but if so, where is Matthew Pennycook, Steve Reed, Keir Starmer etc. etc. This list needs to be updated often and available so individuals such as myself can question none members as to why they are not. The list today is the only update I have been able to find and view since last May.

    Gardiner Gardiner in the list as last year I presume to be Barry Gardiner a staunch campaigner for leasehold reform/abolition.

    The following are my comments made last June ‘25. –

    I was disappointed to learn that the APPG for Leasehold and Common Hold Reform has only 83 members. This APPG I consider an important barometer of Westminsters’ concern for Leaseholders, especially at this time with the prospect of forthcoming legislation. With there being 650 MPs and the House Of Lords having 834 members the interest is indicated to be less than 6%. The only reasons I can think of for not joining are ignorance, apathy or having a vested interest in continuing the abhorrent Leasehold system.

    Are Government ministers still allowed to be friends of the APPG. They were not in the past allowed to be members. Boris Johnson was a friend when prime minister. I stand to be corrected, but I see no government ministers e.g. Matthew Pennycook, Angela Rayner, Kier Starmer or shadow ministers in the latest APPG list. There are only three Lords, why is Lord ‘Michael’ Gove not a member. In order for individuals like myself to check if we are being represented and contact the appropriate political figures, could the list include the members constituency and political party. If ministers are included could their title/department be included. Finally is it possible for the list to be updated regularly and the list be made easily accessible somewhere on the LKP website. In the last parliament I could only ever find an old out of date list.

    There are approximately 5 million Leasehold properties in this country and it being reasonable to conclude on average 4 individuals (even unknowingly eg. future inheritance) will be connected financially to each property, that indicates 20 million people should have personal concerns about Leasehold. Therefore the low percentage membership by Politicians and Leaseholders in various ‘Reform Groups’ is a cause for concern and increasing APPG membership would help alleviate this. Note Labour received less than 10m votes in the last general election, if organised and united Leaseholders could have enormous influence.

      I have updated this list today and the APPG has 89 members.

      The APPG has had a very bumpy ride this Parliament, owing to successive changes to the chairs.

      A deeper issue is that government ostensibly agrees with reforms, knows what it has to do, but just keeps on delaying doing it.

      It has been a very faint echo of what it was in the last Parliament.

    With the discovery that MPs are receiving donations from Israel should it be shown which on the APPG are taking these.
    Secondly could it be shown if any member has a conflict of interest like them being a landlord or family member.

    I was given a lot of help by Sir Peter Bottomley and Sebastian O’Kelly in trying to rectify our problem. I am one of 96 leaseholders who acquired our freehold using the 1993 Leasehold Reform Act and money from our sinking fund. In fact we were the very first leaseholders to use the 1993 Act. Our present RTM company appear to be conspiring with our solicitors, accountants and property managers to appropriate beneficial ownership of the freehold, bankrupt the company with an unaffordable £2.5 million refurbishment legitimised by the BSR and eventually sell the development rights for an 8-figure amount. The LeO, SFO, Insolvency Agency and Police ECU say it’s outside their jurisdiction. Therefore I’ve had to make separate complaints to the SRA,
