About Shula

Shula Rich pioneered Leasehold Management education for the National Federation of Property Professionals. She writes and presents courses nationwide on a regular basis.

She presently advises Leaseholders and Managing Agents on Right to Manage and Block Management issues.

She drafted the National Contract for Block Management for ARLA, and has been thanked in Parliament for reforms to Leasehold Law.

Despite the fact that she has in her own words ‘bought the tee shirt’ she has worked on a voluntary basis for more than twenty years advising leaseholders with block management issues, as well as professionally with managing agents.

Shula has a strong academic background as well as having been involved with the drafting of leasehold law since 1996, and an appreciation of both sides of leasehold management.

The difference now we are working with a professional company, that consults and discusses with us, makes that process so worthwhile. Shula Rich with colleagues Fraser Gray responsible for research and drafting and Tina Conway responsible for accounts have been working with Leaseholders on RTM for the past 8 years. There have been no failures. Two threats to go to tribunals but none materialised.


Shula says:

“The process is complicated and ‘nit picky’ but if its done carefully and personally focusing on the needs of each group and each person then it becomes a right and not a possibility.

“We try to recruit as many members as possible before going for the Claim as each member reduces the share of freeholder’s costs the lessees are asked to pay.

“We wait as long as needed to sort out sensitive issues – like the lady who had not transferred ownership of the lease after her husband died, and the overseas member who sent their membership form by special delivery from China.

“One of our most memorable RTM formations was a block where the freeholder had billed for half a million pounds and had an application for reasonableness before the tribunal. The RTM company had to be formed before the application was heard.

“When we met them, the Company House forms were due to change the next week. This would mean the application would have to be done again. Time was so short we drove to Companies House London with their application and the company was formed in the morning. By the afternoon the forms would not have been valid. When the application by the freeholders was heard at the Tribunal, the Company was formed and the judgement postponed, due the RTM formation.

“Fixed Fee RTM covered this cost. There are no extra fees once we have quoted.

“There are no time related costs – your RTM takes as long as it needs – we reply to queries during and after you have RTM. We will also come and meet you, the only extra are the fares. If you write to us five years down the line after RTM we will reply to your query and are always pleased to hear from you

“Most important you retain control through the RTM process. You will not find yourself with

A registered office outside your block
A company secretary outside your control or
An agent who has paid for your business.

“Unfortunately this happens – but never with us. You begin independent and stay independent – which is the purpose of RTM.”
